Letter from the Chairman

"The way of great learning consists in manifesting one's bright virtue, consists in loving the people, consists in stopping in perfect goodness.” These words come from the 2500-year-old management philosophy of the Book of Rites - the Great Learning, which begins by stating that the essence of governance lies in promoting the good morality, in inspiring people to be innovative, and in striving for excellence and perfection. Reading the books written by the masters to learn from the past, analyzing how the ancients governed their countries and societies, and then comparing them to the current changes and deterioration in politics and economy as well as the natural environment around the world, one cannot help but praise the ancient masters for their great vision and wisdom in impartially pursuing sustainable development.

In recent years, there has been a great concern worldwide on ESG issues such as the climate change crisis, environmental protection initiatives, corporate social responsibility, corporate governance, and ethical and safety standards. From the United Nations Working Group, intergovernmental organizations, international environmental organizations, governments, public sectors, corporations, schools, and civil societies, all have launched related seminars, guidelines, subsidies, financing options, carbon trading markets, contests, incentives, regulations, international standards and certifications, taxes and fees, supply chain procurement requirements, and even had protests or imposed penalties. In addition to the responsibility and pressure brought by environmental and climate issues, international geopolitical conflicts, AI technology, global price inflation, rapid demographic changes, international supply chain shifts, public health and information security are also the risks and opportunities that enterprises have to pay more attention to. The range of these structural problems is quite wide and complex, and they are challenges that must be overcome immediately. These structural problems are very difficult and persistent challenges for entrepreneurs.

Since the establishment of TXC, we have been very careful and cautious and constantly motivate ourselves to learn from the world's top enterprises. We have been striving to become a leading enterprise in the industry with outstanding performance. With this spirit in mind, TXC has been developing its own concepts and actions in environmental protection and sustainable management for years. Since 2009, the Company has independently compiled and released a corporate social responsibility report every year in accordance with the GRI standards, covering the three aspects of governance, social responsibility, and environmental safety. Pingzhen plant has completed the GHG inventory and has been certified in 2009. In 2010, China Ningbo plant has also completed the GHG inventory and has been certified. The Company also recently partnered with selected customers to join a cross-company program that includes supply chain GHG inventories and product carbon footprints, which improves upstream and downstream carbon data.

In 2021, the Company has formally established an ESG Committee to report to the Board of Directors each quarter. At the same time, the Company has renamed its CSR Report as the Sustainability Report. The content of the ESG Report also introduced the TCFD and SASB, which is in line with the scientific methodology adopted by the global market to improve the company's sustainable development This is the second year that the Company has renamed the Sustainability Report, and it is also the first time that the Ningbo and Chongqing plants are included in the scope of the report, which makes the content of the report more comprehensive and in line with the requirements from the international enterprises and the customers.

In order to achieve the company's goal of net-zero carbon emissions by 2050, we actively promoted energy-saving and carbon reduction initiatives in 2022, especially on usage habits, renewable energy, energy-saving alternatives and improvement measures for facilities, process equipment and transportation. For example, replacing high-efficiency lighting fixtures, improving hot-water boilers, and optimizing manufacturing process parameters. At the same time, the Company has installed a self-constructed rooftop solar photovoltaic power generation system, which is expected to be completed in 2023. It is estimated that the total annual power generation capacity will reach approximately 700,000 kilowatt-hours (kWh), accounting for approximately 1.7% of the total power consumption of the plant. We are also working with a number of green power distributors to negotiate long-term procurement contracts for green power supply, and we plan to achieve at least the RE30 target by 2030.

In order to ensure that the implementation results of the environmental aspect of ESG have a scientific and quantitative basis, the Company has also partnered with the Industrial Technology Research Institute (ITRI) and related system providers to introduce the ISO50001 international standard in 2022, to establish a staff-wide, comprehensive energy management approach. In addition, we have integrated energy, plant and production data through Internet of Things (IoT) technology to analyze and improve energy-saving opportunities. We will establish the regulation for energy management by 2023 and obtain international certification, as well as start evaluating the pilot platform for energy management data.

Sound governance is the core of sustainable development. TXC adheres to the effective implementation of governance, transparently and fully discloses the information about the Company’s operations, and ensures the rights and interests of stakeholders. Since the first Corporate Governance Evaluation conducted by the Taiwan Stock Exchange Corporation, the Company has been ranked among the top 20% of listed companies every year, and has been rated as a low-risk, high-quality company by Sustainalytics, an authority in global sustainability evaluation. TXC’s integrity, accountability, and governance capabilities have been highly recognized by the government and foreign institutional investors.

In terms of environmental protection and workplace safety, based on the most advanced and strict regulations and criteria, TXC continuously raises standards for itself, strengthens the management of employees, suppliers and contractors, and meets operational requirements of all management systems to ensure that all operation levels meet the highest standards. The Company regularly has audits, inspections, and certifications by customers and external third parties, continuously improves the quality of work, and absorbs the best experience in the industry. In terms of occupational safety protection, emergency responses, hazardous substance control, carbon dioxide emission reduction, energy-saving efficiency, water saving and utilization, resource recovery, and environmental greening, the Company has invested a lot of effort and resources to protect employee health and the environment, fulfilling the responsibilities of global citizens.

We totally understand that an enterprise starts with people and ends with people. The Company established the TXC Education Foundation in 2017 to support and encourage outstanding students at all levels and graduate students. We also sponsor schools in Taoyuan City and New Taipei City all year round, and support schools to make good use of their own advantages to cultivate students’ ability. At the same time, colleagues are encouraged to devote themselves to social welfare activities in their spare time, and take care of and give back to socially disadvantaged groups jointly with the employee welfare committee volunteer club. The Company has implemented many employee benefits over the years, such as generous subsidies for employee stock ownership trusts and childcare allowances up to NT$180,000 per child. We treat each employee with gratitude, and the employees also acknowledge the Company’s care and return the Company with performances by substantial efforts. The average turnover rate of less than 2% of all employees is the best proof. The volunteer club is the best club chosen by the employees. The lively and meaningful public welfare activities have been supported by our employees. The effectiveness of the operation and management of the club has also been awarded by the Taoyuan City Government.

Founding a company is difficult; holding on to success is not easy; continuous improvement is even harder. Looking to the future, we will encounter more challenges and uncertainties.  Adhering to the spirit of entrepreneurship and the firm principles of improving and never accepting defeat, TXC continues to pursue comprehensive improvement and optimization. Sustainable operation is not only a slogan used when following the world trend, but also a long-term vision written down long ago by the Company. We hope that every customer, supplier, partner, employee and their families, neighbor in the community, and the myriad things of nature with individual interest can benefit from TXC’s conscientious operations. TXC is willing to make a modest contribution in the hope to become positive energy that changes the world.
